歐盟正式開展調查由瑞典音樂串流平台 Spotify 在 2019 年提出的壟斷指控。對 App Store 的 30% 抽佣削弱 Spotify 競爭性的問題，以及 Apple 強制開發者排除 App Store 以外的第三方付款方法問題作出調查。
根據 Spotify 的指控，App Store 需要抽佣達 30% 令到 Spotify 不得不提高價格，引致無法以價格提升其競爭性。另一方面 Apple 對於 App 內購以外的消費方式加入嚴密的限制，令到開發者無法提供其他一般較為廉價的潛在消費選項。Spotify 指 Apple 平公平利用其 App Store，以推銷其自家串流音樂服務 Apple Music。
歐盟競爭委員會主席 Margrethe Vestager 曾表示，已經有足夠證據來對 Apple 展開反壟斷調查。
Apple 則否認歐盟的指控，指 Spotify 希望獲得 App Store 的所有好處，卻不認為他們需要有任何付出。Apple 亦指歐盟從 Spotify 立場所做的論證，與公平競爭背道而馳。
